The Fijian moved to 11 under in California, four behind American John Mallinger, who remained out in front despite only following his brilliant second round 62 with a 70 for a 15 under total.
He was two ahead of Swede Jonas Blixt, with Charles Howell III and Jason Kokrak tied for third.
Singh was tied with Brazilian Alexandre Rocha for fifth, with Brits Greg Owen and Russell Knox and New Zealander Danny Lee amongst those tied for seventh on ten under.
Belgian Nicolas Colsaerts slipped out of the top ten with a level par 71, and the big-hitting Ryder Cup star will need a big round on Sunday to move into contention from six shots back.
